  1. In a large bowl, whisk together flour, salt, and white sugar.
  2. Add butter and use a pastry cutter or your fingers to work the butter into the flour mixture until it resembles coarse crumbs.
  3. Add ice water, one tablespoon at a time, mixing until the dough comes together.
  4. Divide the dough in half and shape each half into a disk. Wrap in plastic wrap and refrigerate for at least an hour.

For the filling:

  1. Preheat the oven to 375°F.
  2. In a large bowl, mix together apples, white sugar, brown sugar, cinnamon, nutmeg, and salt.
  3. Melt butter in a large saucepan over medium heat. Add flour and stir to combine. Cook for 1-2 minutes until the mixture turns golden brown.
