Instructions

1. Preheat the oven to 375°F.

2. Peel and chop the potatoes into small pieces. Place them in a large pot and cover with water. Bring the water to a boil and let the potatoes cook for 15-20 minutes or until they're tender.

3. Drain the water from the pot and add the milk, butter, salt, and pepper. Mash the potatoes until they're smooth and set them aside.

Ground Lamb

4. Heat a large skillet over medium-high heat. Add the ground lamb and cook until it's browned and crumbled.

5. Add the onion and garlic to the skillet and cook until they're softened.

6. Add the carrot and celery to the skillet and cook for another 5-7 minutes.

7. Stir in the beef broth, tomato paste, Worcestershire sauce, thyme, rosemary, salt, and pepper. Bring the mixture to a boil and then reduce the heat to low. Let it simmer for 10-15 minutes or until the sauce has thickened.

8. Pour the lamb mixture into a 9x13 inch baking dish. Spoon the mashed potatoes over the top of the lamb mixture, spreading them out evenly.

9. Bake the shepherd's pie in the oven for 25-30 minutes or until the potatoes are golden brown and the filling is bubbling.
